A Retrofit Assessment forms part of the wider PAS 2035 retrofit process where PAS 2035 applies. Skyline provides Retrofit Assessment services through an appropriately qualified Retrofit Assessor, who gathers information about the dwelling that may include construction, condition, occupancy, energy performance, ventilation, and existing services.

Unlike an EPC — which records current energy performance — a Retrofit Assessment gathers broader information about the dwelling, including its construction, condition, occupancy, ventilation and existing services. Where PAS 2035 applies, the assessment is one part of a wider retrofit process.

The assessor's role is to gather and record information about the dwelling. They do not, by virtue of the assessment alone, design the retrofit, specify the final package of measures, act as Retrofit Coordinator, approve funding, or determine scheme eligibility.

Warm Homes: Local Grant

Council Confirmed

A council-delivered scheme for eligible privately owned homes in England with EPC D-G. Household income, benefits, postcode routes and available local funding can affect eligibility and the package of measures. The participating council confirms eligibility and approved works.

ECO4 (Energy Company Obligation)

Supplier-Led

ECO4 is an energy-supplier obligation running until 31 December 2026. Suppliers and delivery partners decide which qualifying households and properties they support and which measures are funded.

Funding & Installation

Funded retrofit programmes have their own eligibility, application and delivery processes. Grant eligibility is assessed by the relevant scheme, not by Skyline. Installers carry out any agreed works under the scheme's own delivery arrangements.

Post-Works EPC

Where works are completed, a new EPC may be commissioned to show the property's resulting energy rating. The rating may change depending on the measures installed and the property's final assessed condition. We can provide the EPC as a separate service if required.
